UGC Organizes Interaction Program
University Grants Commission (UGC) organized an interaction program on ‘the role of Ministry of Education (MoE), University Grants Commission (UGC) and other stakeholders on development, operation and management of higher education in federalism’ on 9th Chaitra 2067 in the UGC Seminar Hall.
The interaction program became purposeful for evoking a wide discussion and debate on development, operation and management of higher education in upcoming federal system. The interaction was especially focused on the role and responsibility of MoE, UGC and other stakeholders in federalism. Most of the participants on the program also talked about the role and responsibility of central and local government to govern the higher education in federal state. The program highlighted some issues to bring out on nationwide discussion: governance and management, access and quality, monitoring and evaluation, capacity development, financing, institutional arrangements, establishment of new universities and quality assurance.
This program provided different perspectives of educationists, professors, policy makers and experts to restructure the higher education on federalism. They stressed particularly on how powers and responsibilities might be distributed between the central and local governments, and stimulate and encourage discussion about how inclusive, high quality higher education can be delivered in federal context.
Dr. Kamal Krishana Joshi, Former Chairman, UGC, said that the role of UGC must be strengthened to monitor and control the higher education in higher education on federalism. He also stressed that the recommendations of UGC for establishment of new universities have to be followed by stakeholders and condemned the emergence of new universities with the personal interest of political leaders.
Prof.Dr. Keshar Jung Baral, Vice Chancellor, Pokhara University, told that there may be varied higher education policies at state -wises but an autonomous and powerful body is must at central level to regulate and monitor higher education institutions. Likewise, Prof.Dr. Ram Avatar Yadav, Vice Chancellor, Purbanchal University, stressed on restructuring whole higher education system on federalism. He also focused on the establishment of a central university that monitors the universities of different states.UGC Member Prof. Dr. Krishna Manandhar insisted on empowering the UGC by giving full authority and responsibility for the overall development, operation and management of higher education in the country.
Dr. Prem Kunwar, Member, National Planning Commission; Shankar Prasad Pandey, Secretary, MoE; Prof. Dr. Vinod Kumar Shrestha, Former Member - secretary, UGC; Prof. Dr. Triratna Manandhar, Vice Chancellor, Lumbini Budhha University; Prof. Dr. Arujun Kari, Vice Chancellor, Patan Academy of Health Science; and Prof. Shantidevi Sharma, Member,UGC; also put their perspectives on roles and responsibilities of MoE, UGC and other stakeholders on development, operation and management of higher education. Prof. Dr. Hirdaya Ratna Bajracharaya facilitated the interaction session and summed the program up. Chief Administrator of UGC, Subas Chandra Dhungel welcomed all guests and Finance Controller, Kedar Prasad Acharaya thanked all for their great participation on the program.
